本書為闕壯狄先生之訪談錄。先生1933年生於臺北南港， 基隆水產學校畢業後，任職於經濟部漁業增產委員會、臺灣省農林廳漁業管理處，並於1959年進入農復會工作，從助理一職做起，長達二十年，在工作中不斷自學，藉由研習與觀摩歷練，提升知能與見識，終獲遴選為漁業組組長；1979年農復會改組為農發會後，離開政府部門，轉職於民營的大輝貿易公司與漁業技術顧問社，深耕臺灣漁業五十餘年。在農復會漁業組組長任內培育人才、鼓勵研究、推動沿海、近海、遠洋與養殖漁業，並參與多項國際漁業合作協定之簽訂；離開農復會後從事漁產貿易、漁港工程、水產種苗協會與栽培漁業等，仍繼續為臺灣漁業盡心盡力，其全面性的經歷，娓娓述說相關人、事、物，宛如臺灣漁業發展的縮影。
