手令指的是蔣介石親筆手書或簽署的命令，物件則由軍事委員長侍從室長官陳佈雷到中央訓練團教育長王東原重慶市長賀耀組等等不一。這些手令雖不一定是循正常管道發出的命令，對收受令者仍具有一定的拘束力。
從手令內容，可以反映出蔣介石本人的關懷所在。例如1942年蔣介石對重慶市長賀耀組的手令，指示他特別注意重慶市區的街道清潔，並建設垃圾坑、公共廁所，指定清掃人員及督察人員等。蔣介石在意的問題，以及所見聞應改善的狀況在手令中一再地出現。本書讀者面對這些蔣介石親自決定或者拋出問題想法的手令，有些內容讀來或覺瑣碎細微，可能會萌生懷疑：為什麼蔣介石大小事都要管？或許蔣介石終其一生也都在拿捏分寸與思考其中分際，我們也由此可見中央領袖眼中所見民國中央及地方政治社會的鏡象。
