二戰結束後，冷戰接踵而來，1949年後中國形成一國兩府的分裂局面，蘇、英、美對誰能代表中國與日本簽訂和約有分歧看法，1950年韓戰爆發，英、美獲得妥協，同盟國對日三藩市和會不邀中國參加，在美方折衝下，日本決定與中華民國政府商訂雙邊條約。1952年2月，日方代表河田烈與中華民國外交部長葉公超在臺北磋商，最後雙方簽訂「中華民國與日本國間和平條約」，雙方互換大使，直到1972年9月，遷移臺灣的中華民國政府與日本維持了約二十年的正式外交關係。本書包含雙邊和會的一次籌備會、十八次非正式會議及三次正式會議紀錄，完整呈現會議自籌備至締約的過程。
