王志平出生於湖南，成長於瀋陽。1973年入伍，歷任通信員、衛生員、口腔科技術員、政治處幹事、教導員、政治處主任等，三次榮立三等功。1981年開始發表作品，在《人民日報》《解放軍報》《中國文化報》《中國青年報》《新民晚報》《雜文報》《遼海散文》《詩潮》等200多家報刊發表文學、書畫、攝影等作品1600餘篇，多有入集、入展及獲獎。著有詩集《心中的彩球》、散文集《穿越同城》等。新聞作品獲全軍二等獎。在瀋陽燕京啤酒廣告語大賽中獲一等獎。書法作品入選紅雲酒業文化牆。在中國第九屆書法、國畫大賽中獲三等獎。瀋陽市軍休指彈球協會會徽設計者。現為中國書畫家協會常務理事、中國詩歌學會會員、遼寧省散文學會副秘書長、遼寧省作家協會會員、遼寧省旅遊攝影協會會員。
