陶澍(1779-1839)，字子霖，號雲汀，湖南安化人，嘉慶七年進士。歷任編修、監察御史、給事中、川東兵備道、山西按察使、安徽布政使、巡撫、江蘇巡撫、兩江總督等職，卒後賜諡文毅。本書主要敘述陶澍在江南任官時期的政績，除事功的分析外，並旁及制度史和行政史。陶氏在明辨義利的大原則下，不畏艱難，施行有益國計民生的新政，如漕糧海運，淮北票鹽法，在當時都是創舉。其作風影響曾國藩至大，曾氏任兩江總督期間，對於財政、吏治、士習、民風的設施，大體不出陶氏舊政的規模。全書共分五章，第一章緒言及陶澍略傳，第二章疲敝的江南，第三章積弊的袪除，第四章勵精圖治，第五章結論。
