國防與軍事的發展是十分複雜且動態的過程，與政策、經濟、社會、科技均有緊密的互動關係。國共之爭自1927年至今未歇，期間歷經多少戰事爭端，只是規模大小之別，時間長短之分而已。

1958年8月23日金門砲戰後實質武裝衝突雖逐漸減少，但因彼此間意識型態的不一致使得危機持續發生；為了降低敵方的軍事威脅，雙方均投注高額的資源於維持軍力平衡；然而，這種平衡關係在中共軍備政策不斷改變下出現變化，另因經濟快速成長及軍事投資的倍數增加打破原屬平衡的軍力對峙局勢而快速改變。

綜觀兩岸軍事對峙局勢的改變，國防工業發展成為關鍵因素；因此，中共如何將國防與民間結合，並共同促進總體經濟的發展議題，是本書深入探討的重點。
